AFPC Edmonton is pleased to present Faye McCann. Faye McCann is Executive Director of the Alternative Capital Financing Office in the Ministry of Treasury Board and Finance for the Province of Alberta. Prior to joining this office, Faye was responsible for advising on the government-wide Capital Plan and capital asset alternative financing. Before joining the provincial government Faye was in senior financial positions in the private sector where she was responsible for corporate financing, budgeting, accounting and information systems and involved in strategic and operational planning.
Faye has a Master of Business Administration from the University of Western Ontario and is a Chartered Accountant.
P3, or public-private partnership, is a term that has been used in the media, by politicians, labour groups, public officials and industry. While there is often coverage on P3s, this coverage sometimes indicates a lack of understanding as to what a P3 is, why governments choose to use them and how they work. The presentation will, from an Alberta government context, define a P3; explain the P3 value proposition, including the role of private financing and the impact of risk transfer, and present best practices that the Province of Alberta has developed. The presentation will also cover common criticisms of P3s, such as the higher cost of private financing versus government financing, and the reasons P3s are still a valid approach for some projects.
